Md. Code, Local Government § 16–115

(a) In Washington County, a county license or permit may not be issued or

renewed until the County Treasurer and any municipality in which the applicant

does business certify that there are no delinquent personal property taxes due from

the applicant.

(b) By majority vote, the County Commissioners of Washington County may

waive the requirement under this section.
