Md. Code, Local Government § 19–211

(a) Except as provided in subsection (b) of this section, this part applies only

to the following governmental entities:

(1) a county;

(2) a municipality;

(3) a public corporation or other political subdivision of the State; or

(4) an instrumentality or agency of a county, public corporation, or

other political subdivision of the State.

(b) This part does not apply to a housing authority under Division II of the

Housing and Community Development Article.
