Md. Code, Local Government § 19–702

(a) The governing body of a county may borrow money to pay any of the

capital construction costs of public library buildings in the county.

(b) The County Commissioners of St. Mary’s County may borrow money to

pay any of the costs of preservation for public libraries in the county.
