Md. Code, Local Government § 20–703

(a) Subject to subsection (b) of this section, by ordinance, the governing body

of Frederick County may impose development impact fees to finance any of the capital

costs of additional or expanded public works, improvements, and facilities required

to accommodate new construction or development.

(b) Before adopting an ordinance under this section, the governing body of

Frederick County shall hold a public hearing.
