Md. Code, Local Government § 21–510

(a) The special fund and any sinking fund established by a county under

this subtitle are subject to § 19–102 of this article.

(b) The proceeds of bonds issued under this subtitle are subject to §§ 17–

101 and 17–102 of this article.
