Md. Code, Local Government § 21–634

On or after July 1, 1990, the City of Takoma Park shall maintain every

stormwater management system and part of every system that:

(1) was constructed by the Commission or accepted for maintenance

by the Commission within the City of Takoma Park before July 1, 1990; and

(2) is located in a street, an alley, a public way, or a public space.
