Md. Code, Local Government § 25–1101

(a) A person may not prevent a member of the board of directors or an

employee or agent of the board of directors from entering land as authorized under §

25–401(c) of this title.

(b) A person who violates this section is guilty of a misdemeanor and on

conviction is subject to a fine not exceeding $50.
