Md. Code, Local Government § 25–802

Notwithstanding any other provision of law, a unit of State or local government

that is a landowner shall pay a fee or special assessment imposed under this title if

the fee or special assessment is imposed on all land that is similarly benefited or

damaged by the proposed watershed project in an area affected by a watershed

association.
