Md. Code, Local Government § 4–302

An amendment to a municipal charter may be initiated by:

(1) the legislative body of the municipality as provided in § 4–304 of

this subtitle; or

(2) a petition of the qualified voters of the municipality as provided

in § 4–305 of this subtitle.
