Md. Code, Local Government § 5–211

(a) A municipality may adopt regulations regarding the erection of

buildings and signs in the municipality, including:

(1) a building code; and

(2) requirements for building permits.

(b) A municipality may provide for the inspection of and require repairs to

the following on private property:

(1) drainage and sewage systems;

(2) electric lines and wires;

(3) gas pipes;

(4) plumbing apparatus; and

(5) water pipes.
