(a) Five members of the Authority are a quorum.

(b) The Authority shall meet at least once every 3 months at the times and places it determines.

(c) A member of the Authority:

(1) may not receive compensation as a member of the Authority; and

(2) is not entitled to reimbursement for expenses.
