Md. Code, State Government § 2–805

(a) A majority of the full authorized membership of the Committee is a quorum.

(b) The Committee shall meet:

(1) at the times and places that it determines; and

(2) at the call of its chair or, if the chair is absent, at the call of its vice chair.
