Md. Code, State Personnel and Pensions § 7–401

(a) Except as provided in this section, this subtitle applies to all employees in the:

(1) skilled service; and

(2) professional service.

(b) This subtitle does not apply to an employee in:

(1) the management service; and

(2) a special appointment position in any service.
