Sec. 8.

It is the intent of this legislature that state funds shall not be used for the construction, maintenance, or operation of stadia or convention facilities.

It is the intent of this legislature that state funds shall not be used as a subsidy or to subsidize a shortfall of revenues collected from nonstate sources.
