Sec. 3.

There is created by this act a public body corporate and politic known as the Michigan next energy authority. The authority shall be located within the department.

The authority shall exercise its prescribed statutory powers, duties, and functions independently of the director of the department. The budgeting, procurement, and related administrative functions of the authority shall be performed under the direction and supervision of the director of the department.

The authority may contract with the department for the purpose of maintaining the rights and interests of the authority.

The accounts of the authority may be subject to annual financial audits by the state auditor general. Records of the authority shall be maintained according to generally accepted accounting principles.
