Sec. 98.

A person subject to this code shall be punished as a court-martial directs if the person commits 1 of the following acts:

Is responsible for unnecessary delay in the disposition of a case of a person accused of an offense under this code.

Knowingly and intentionally fails to enforce or comply with a provision of this code regulating the proceedings before, during, or after trial of an accused.
