Sec. 2607.

"Record" means a datum or a grouping of data about a person or an object under the ownership or control of a person or governmental entity in which the person, object, or governmental entity is identifiable by name, number, symbol, or other identifying particular.

"System of records" means an interrelated grouping of records for use by the department.
