Mich. Comp. Laws § 397.402: Library commission; annual budget.

Sec. 2.

The annual budget of any said commission shall be prepared in manner and time provided by the charter of any said city concerning the budget thereof and shall be submitted to and passed upon by the officers and boards of any said city as are the items in the budget thereof.
