Mich. Comp. Laws § 397.568: Application for state aid; certification.

Sec. 18.

A cooperative library and public library desiring to participate in state aid shall apply before February 1 of each year of distribution. The applicant shall certify to the department the amount of money received from each source during the last completed fiscal year before October 1 of the year of distribution.
