Mich. Comp. Laws § 4.416: Additional definitions.

Sec. 6.

"Person" means a business, individual, proprietorship, firm, partnership, joint venture, syndicate, business trust, labor organization, company, corporation, association, committee, or any other organization or group of persons acting jointly, including a state agency or a political subdivision of the state.

"Public official" means an official in the executive or legislative branch of state government.

"Nonministerial action" means an action other than an action which a person performs in a prescribed manner under prescribed circumstances in obedience to the mandate of legal authority, without the exercise of personal judgment regarding whether to take the action.

"Local government" means a city, village, township, county, school district, or community college district.
