Sec. 4.

"Department" means the department of social services.

"GA" means general assistance administered under the social welfare act, Act No. 280 of the Public Acts of 1939, being sections 400.1 to 400.121 of the Michigan Compiled Laws.

"Heating allowance" means the amount included in an assisted household's AFDC or GA grant which is intended for the payment of heating bills.

"Preenrollment arrearage" means the amounts owed by an assisted household to a provider utility for billings incurred before the household enrolled in the program.
