Sec. 8.

The governor shall appoint a Michigan youth corps program director who may adopt guidelines, promulgate rules, and take any other action to implement the program.

The Michigan youth corps program director shall specify the minimum provisions to be incorporated into the contracts and Michigan youth corps policies and procedures required under section 4.
