Sec. 3.

Any person who engages in the transportation of gas or who owns or operates a pipeline facility shall:

Comply with the requirements of any standard prescribed by the commission.

File and comply with a plan of inspection and maintenance as required by section 4.

Permit access to and copying of records, make reports and provide information and permit entry and inspection as required by sections 5 and 6.
