CHAPTER 645. INTERPRETATION OF STATUTES AND RULES
CONSTRUCTION OF LAWS

Provisos shall be construed to limit rather than to extend the operation of the clauses to which they refer. Exceptions expressed in a law shall be construed to exclude all others.
