Mo. Rev. Stat. § 162.750: Special district may contract for special educational services for severely handicapped children.

If a special school district is formed, it may contract with the state board of education, public agencies, or nonprofit organizations within the state which have programs meeting the standards established by the state board of education to provide special educational services for severely handicapped children residing in the special district.
