The department of higher education and workforce development shall promulgate rules providing for the coordination of state and federal job training resources administered by the department of higher education and workforce development, including the local workforce investment areas established in the state to administer federal funds pursuant to the federal Workforce Innovation and Opportunity Act (WIOA), Pub. L. 113-128, as amended, or its successor, for the provision of assistance to businesses in this state relating to the creation of new jobs in the state. The department shall include in these rules the methods to be followed by any business engaged in the creation of new jobs in state to ensure that economically disadvantaged citizens receive opportunities for employment in the new jobs created. No rule or portion of a rule promulgated pursuant to the authority of this section shall become effective unless it has been promulgated pursuant to the provisions of section 536.024.
