Mo. Rev. Stat. § 198.433: Imposition of allowance, when.

The nursing home reimbursement allowance provided in section 198.401 shall not be imposed prior to the effective date of rules and regulations promulgated by the department of social services, but in no event prior to October 1, 1994.
