Mo. Rev. Stat. § 210.203: Complaints against child care facilities, open records to be kept by department.

The department of elementary and secondary education shall maintain a record of substantiated, signed parental complaints against child care facilities licensed pursuant to this chapter, and shall make such complaints and findings available to the public upon request.
