Mo. Rev. Stat. § 211.025: Judge may direct any case be heard by commissioner (counties of the first class and St. Louis City).

The judge of the juvenile court may direct that any case shall be heard in the first instance by a commissioner in the manner provided for the hearing of cases by the court.
