Mo. Rev. Stat. § 226.230: Auditor, treasurer and highways and transportation commission — duties.

The auditor and treasurer and the state highways and transportation commission are directed to use their judgment in anticipation of collections coming into these funds and to make transfers when same shall be deemed advisable by them.
