Mo. Rev. Stat. § 238.270: Local transportation authority not to control project improvements, exception.

Unless otherwise approved by contract of the district, project improvements shall not be under the control and jurisdiction of a local transportation authority while the district retains control and jurisdiction over the project. The provisions of chapter 228 are inapplicable to transportation development districts.
