Mo. Rev. Stat. § 249.380: Detailed plans of lateral system made and filed by engineer.

If such petition be filed as provided in section 249.370, the board of trustees shall, by resolution, declare the subdistrict to be formed and shall cause to be promptly made by the chief engineer of the district and filed with the board a report showing detailed plans and specifications for, and the estimated cost of, a complete system of lateral sewers within such subdistrict, or any part thereof.
