Mo. Rev. Stat. § 250.231: Powers to operate waterworks or sewerage system — rules and regulations, authority.

Any city, town or village operating a waterworks or sewer system shall have all of the powers necessary and convenient to provide for the operation, maintenance, administration and regulation, including the adoption of rules and regulations, of any individual home or business sewerage systems within its jurisdiction.
