Mo. Rev. Stat. § 251.220: Source of matching funds.

All matching nonfederal funds required except those "in kind" services performed by state agencies or institutions for regional planning commissions or other planning commissions for any planning assistance undertaken by the said planning commission pursuant to sections 251.150 to 251.440 shall be provided by the local units within the region requesting such planning assistance, unless such matching nonfederal funds are appropriated by action of the general assembly.
