Mo. Rev. Stat. § 253.070: Expenditures, how made.

The department of natural resources may make such expenditures, or may authorize the director to make such expenditures, as are necessary to perform the duties imposed upon it by law. Expenditures by the department of natural resources shall be allowed and paid out of funds appropriated for such purposes in the manner provided by law.
