Mo. Rev. Stat. § 269.022: Director to promulgate rules, procedure.

The director shall promulgate such rules and regulations as he deems necessary to implement this act* and provide for its orderly administration. No rule or portion of a rule promulgated under the authority of this chapter shall become effective unless it has been promulgated pursuant to the provisions of section 536.024.
