Mo. Rev. Stat. § 269.140: State veterinarian may prescribe additional requirements.

The state veterinarian may prescribe specific and also additional requirements, not inconsistent with the provisions and purposes of this chapter, governing and regulating such transportation and the construction, equipment, maintenance and operation of such vehicles and substations.
