Mo. Rev. Stat. § 292.140: Overcrowding in factories prohibited.

Where, in the opinion of the director, any establishment wherein labor is employed is so overcrowded with employees as to endanger health or safety, the director of the inspection section, when supported in his opinion by the opinion of some reputable physician, shall be authorized and empowered to prohibit such overcrowding.
