Mo. Rev. Stat. § 295.130: Appearance in person or by counsel — notice of hearing.

Parties may be heard either in person or by counsel as they may elect, and the panel shall give due notice of all hearings to the employee or employees or their representatives and the public utility or utilities involved in the labor dispute.
