Mo. Rev. Stat. § 305.300: County airport authority, procedure to establish.

The governing body of any county may create an airport authority to build or acquire and operate one or more airports within the boundaries of the county or an adjoining county. The authority shall be created by resolution of the governing body not sooner then ten days after public notice is posted at the courthouse announcing the intention of forming such a body.
