Mo. Rev. Stat. § 313.350: Venue for civil actions — advancement on docket.

Any civil action brought on any question in connection with the lottery shall be filed in the circuit court of Cole County, and all such suits shall be given priority and advanced on the court docket and shall be heard and decided by the court as quickly as possible.
