Mo. Rev. Stat. § 324.730: Visibility and unsafe weather conditions, restrictions on move.

No move will be made when atmospheric conditions render visibility lower than safe for travel. Moves will not be made when highways are covered with snow or ice, or at any time travel conditions are considered unsafe by the director or highway patrol or other law enforcement officers having jurisdiction.
