Mo. Rev. Stat. § 346.045: Registration, when, fee — license issued, when.

The board shall license each qualified applicant, without discrimination, who passes an examination as provided in this chapter and upon the applicant's payment of the examination fee and the license fee, shall issue to the applicant a license.
