If the Health Care Financing Administration of the United States Department of Health and Human Services promulgates regulations governing the practice of utilization review in health maintenance organizations serving enrollees in the Medicare program, the director of the department of commerce and insurance may issue rules to apply those standards to community-based health maintenance organizations as defined in subdivision (3) of section 354.400.
