Mo. Rev. Stat. § 375.013: Promulgation of rules, generally, this chapter.

The director may promulgate rules pursuant to the provisions of this section and chapter 536 to implement the requirements of this chapter. No rule or portion of a rule promulgated under the authority of this chapter shall become effective unless it has been promulgated pursuant to the provisions of section 536.024.
