Mo. Rev. Stat. § 400.11-108: Interpretation of chapter.

Unless a change in law has clearly been made, the provisions of chapter 400, as it reads after January 1, 1989, shall be deemed declaratory of the meaning of chapter 400, as it reads prior to January 1, 1989.
