Mo. Rev. Stat. § 407.829: Missouri motor vehicle commission's duty to ensure minority-owned businesses in St. Louis.

The Missouri motor vehicle commission, in approving licenses for dealer franchises in any metropolitan statistical area with a population of more than one million inhabitants as defined by the federal Office of Management and Budget or its successor agency shall ensure that the community of dealer franchises shall reflect an adequate percentage of minority-owned businesses.
