Except as provided in Subsection 24 of Section 27 of Article V of the Missouri Constitution, any judge who becomes eligible after August 13, 1988, for annual compensation, salary or retirement compensation pursuant to sections 476.450 to 476.595, but fails to retire on or before his seventieth birthday shall automatically waive all such annual compensation, salary and retirement compensation.
