Mo. Rev. Stat. § 49.130: Passports, processing of applications, commission may provide service, when — fees.

If the clerk of the court in the circuit in which the county is located does not offer passport service as provided under section 483.537, the county commission may take or process applications for passports or their renewal or may designate by order or ordinance any county officer to provide the service. Fees charged for the service shall be retained by the county office that provides the service.
