Mo. Rev. Stat. § 53.077: Additional duty (certain first class counties).

In addition to the other duties prescribed by law, in all counties of the first class not having a charter form of government, the assessor shall annually submit a list of all new assessments made during the year within any city all or part of which is within the county.
